About Greyhound and Harness Racing Regulatory Authority The Greyhound and Harness Racing Regulatory Authority (“the Authority”) was established under the Greyhound and Harness Racing Administration Act 2004 (“the Act”) and commenced operations .on 1 October 2004. At the same time the former Greyhound Racing Authority and Harness Racing Authorities were dissolved.
Functions of the Authority The Authority’s main responsibilities and powers under the Act are: • The registration of greyhounds and horses and persons associated with greyhound or harness racing • The registration of bookmakers and bookmaker companies • To take disciplinary action • To make Rules in relation to greyhound and harness racing • To hear appeals by persons aggrieved by a decision of a steward or racing club. There is also a right of appeal on such decisions to the Greyhound and Harness Racing Appeals Tribunal. Greyhound Racing GREYHOUND RACING NSW • Registration of greyhounds • Registration/licensing of participants and bookmakers • CEO is a member of Bookmakers Revision Committee • Perform stewarding functions • Make Rules in relation to greyhound racing • Hear appeals by greyhound racing participants • Implementation of grading policies developed by Greyhound Racing NSW • Manage training and TAFE courses for industry participants • Membership of Greyhounds Australasia Harness Racing • Registration of harness horses • Registration/licensing of participants and bookmakers • CEO is a member of Bookmakers Revision Committee • Perform stewarding functions • Make Rules in relation to harness racing • Hear appeals by harness racing participants • Implement the handicapping and programming policies developed by Harness Racing NSW • Manage training and TAFE courses for industry participants • Joint member with Harness Racing NSW on the Australian Harness Racing Council The Authority’s Objects As indicated above, under the Act the Authority is a continuation of the former two regulatory Authorities. Hence, the Authority essentially continued with the objects of the former Greyhound Racing Authority and Harness Racing Authority in respect of greyhound and harness racing respectively. In very broad terms, these objects included ensuring that New South Wales race meetings and related matters in the two codes of racing are conducted in accordance with the Rules and that the public interest in the integrity and proper conduct of racing is protected. With the seamless transfer to the Authority of functions and most staff in key areas such as stewarding, registration, grading and handicapping the Authority basically continued the work of the former Authorities in these areas.
